刘新民,湘雅医学院(原湖南医学院) 医学学士;北京协和医学院(原中国协和医科大学)医学硕士、医学博士。现为中国医学科学院药用植物研究所二级教授,博士生导师。世界卫生组织传统医学顾问;中国实验动物学会动物模型鉴定与评价委员会主任委员、国家载人航天工程空间生命科学和人体科学专家组成员;国家食药同源产业科技创新联盟副理事长;国家科技进步奖、国家重大新药创制、国家重大研发计划、国家自然科学基金委等部委评审专家;国内外多种专业学会理事、常务理事;国内外多种专业杂志的编委和审稿人。主要从事中药神经精神药理及实验方法研究,以及中医药现代化和国际化战略研究。
与中国航天员中心陈善广将军的团队密切合作近30年,集成计算机视觉、电子工程、自动控制和信息计技术于动物行为学研究中,自主研发了系列用于动物认知、情绪和运动行为实验、高自动化和智能化的检测分析设备,建立了基于计算机视觉技术,多模式、多层次,更为敏感、精确反映动物行为特征的评价指标体系和方法,形成了基于动物行为实验,灵敏快速、客观规范的中药神经精神药效和保健食品功能评价的技术和方法。先后被中国医学科学院实验动物研究所、军事医学科学院、国防科学技术大学、中国中医科学院、北京中医药大学、湖南中医药大学、西南医科大学和中国农业科学院加工所等单位采用进行中药药效和功能食品研究。相关研究成果获得了国防科工委科技进步二等奖;完成了开心散等传统经典复方,以及人参、远志、天麻、荷叶、黄花菜等30多种中药、200个有效组份和40多个单体改善学习记忆、抗抑郁、改善睡眠和抗疲劳药效和作用机制研究,有关研究结果先后二次获得国家重大新药创制专项资助;针对航天等特因环境所至认知、情绪损伤主要是正常健康人群在极限条件下应激所引起的功能紊乱,而非传统疾病状态下的病理器质性损伤特点,创立了失重效应模拟、睡眠干扰、超重等多种航天特因环境所致的功能性损伤评价技术体系,包括特因环境模拟装置、动物模型和评价指标。目前已作为中国航天员中心人因重点实验室、航天医学基础与应用两大国家级重点实验室开展脑疲劳和体力疲劳防护研究的主要支撑技术。发现人参、天麻、黄花菜等药食同源中药对航天等特因环境应激所致脑力和体力疲劳有良好的改善作用。正形成具有特色的航天中药药理研究方向;牵头组织和承担了多项大型中医药(传统医药)国际合作项目,牵头建立了国家中医药管理局中国-巴基斯坦中医药国际合作中心并任联合主任,多次应邀在国际学术会议上进行大会报告,与加拿大、美国,以及巴基斯坦、葡萄牙和意大利等“一带一路”国家著名高校和专家在研究生联合培养、中(草)药神经精神药理研究和产品国际注册方面建立了长期稳定的合作关系。作为核心专家,编制完成了“中药现代化发展战略”、“中医药国际化战略”等多项国家中医药现代化和国际化战略规划和计划,以及世界卫生组织技术文件(WHO technical document on herb-drug interaction)等。是国家科技部、中医药管理局和世界卫生组织中医药/传统医药领域资深战略专家。
参加工作三十年多来,先后主持和承担了国家自然科学基金、中医药国际科技合作和国家新药创制等30多项国家、部委级课题;获得国家和部委级成果奖励10多项;国家发表专利9项;以第一或通讯作者身份在国内外学术刊物上发表学术论文150余篇,其中SCI论文近100篇。培养毕业硕士生30余名,博士生20余名。
Prof. Dr. Liu Xinmin, graduated from from Xiangya medical school, got master degree and Ph.D degree from Peking Union Medical College. He is currently Pharmacological Prof. in Institute of Medicinal Plants, Chinese Academy of Medical Sciences; Member, Expert Advisory Panel on traditional medicine, World Health Organization; Chairman, Expert Committee for Identification and Evaluation of the Animal Models, Chinese Association of Laboratory Animal Sciences. Prof. Dr. Liu Xinmin's professional is focus on efficacy and safety evaluation of medicinal plants, development of neuro-psychopharmacological methodology, based on animal behavior experiments, as well as the technical support in policy making on modernization and globalization of Traditional Chinese medicine.
Cooperation closely with Prof. Chen Shanguang in Chinese Center of Astronaut in the past 20 years, Prof. Dr. Liu Xinmin developed the comprehensive system for evaluation of neuro-psychopharmacological methodological effects on medicinal plants with high degree of automation and intelligence, based on animal behavior experiment; more than 30 medicinal plants, along with about 200components have been screened on learning and memory, anti-depression, anti-epilepsy, etc.; Targeting on neurological dysfunction induced by multi-environmental stressors, a variety of edible-medicinal plants have been researched, which showed very good effects on memory enhancement, improving depression,sleeping disorders etc.. Prof. Dr. LiuXinmin has established international cooperation with well-known universities in Canada, USA, and the “One Belt and Road” countries, including Pakistan, Portugal and Italy, in the field of joint training Ph.D students, personal exchanges related to R&D, registration of herbal products. He has been appointed as chief writer to draft national plan and strategy about modernization and globalization of TCM, which were organized by Ministry of Science and Technology of China (MOST),National Administration of Traditional Chinese Medicine (NATCM), Prof. Dr. Liu also draft the "WHO technical document on herb-drug interaction" etc. He has nominated as the senior advisor on traditional medicine by MOST, NATCM, and World Health Organization.
In the past 30 years, Prof. Dr. Liu Xinmin has been funded more than 30 programmes and projects by MOST of China, National Natural Science Foundation of China, NATCM of China,EU-FP7 etc., as Principal Investigator, more than 130 academic papers have been published in the international journals as first author or corresponding author; Prof. Dr. Liu Xinmin has produced 30 Master students, and 20 Ph.D students. He has won more than 10 awards at national level, along with 8 patents in China.
中药神经精神药物和健康产品研发团队
本团队由药理毒理中心刘新民教授课题组、常琪教授课题组为主组成,长期和天然药物化学中心潘瑞乐教授课题组、制剂中心廖永红教授课题组紧密合作,以中药为研究对象,结合传统中医药临床经验,行为药理--化学--药代动力学相结合,开展中药药理药代、质量控制,以及中药新药和健康产品研发。已经形成了涵盖药理、药代、药化和制剂,专业互补,以神经精神性疾病、特因环境应激作业能力损伤及防护为重点的中药新药和健康产品研发团队。
一、 团队研究方向
1. 基于动物行为实验的中药神经精神药理实验方法研究,包括改善学习记忆、抗抑郁、抗焦虑、改善睡眠、缓解体力疲劳中药药效和健康产品功效评价方法的研究。
2. 改善学习记忆、抗抑郁、抗焦虑、改善睡眠、缓解体力疲劳中药新药、保健品和食品研发。
3.航天等特因环境应激损伤及中药防护产品和作用机制研究。
4.神经精神中药及功能食品物质基础、质量控制及新型制剂研究。
二、团队取得的成绩
1.与中国航天员中心陈善广将军团队合作二十多年,自主研发功能完整、体系完善,具自主知识产权的高自动化和智能化的中药神经精神行为药效评价仪器装置,建立了基于计算机视觉技术,灵敏快速、客观规范,改善学习记忆、抗抑郁、抗焦虑、改善睡眠和缓解体力疲劳等神经精神中药药效和功能食品评价方法,先后被中国医学科学院实验动物研究所、军事医学科学院、国防科学技术大学、中国中医科学院、北京中医药大学、湖南中医药大学和中国农业科学院食品加工研究所等单位采用进行中药药效和功能食品研究。目前作为我国人因重点实验室、航天医学基础与应用航天医学领域两大国家重点实验室的主要支撑技术。
2.完成了开心散、参远苷、人参、远志、天麻、荷叶、石斛、升麻、柴胡、木豆叶等30多种中药、200多个有效组份和40多个单体改善学习记忆、抗抑郁、抗疲劳药效物质基础和作用机制研究。先后多次获得国家重大新药创制专项资助。获得了多个有良好成药性前景的中药候选新药。
3.建立了不同于传统疾病状态,以航天等特因环境应激损伤为特点的学习记忆、情绪、体力疲劳等功能性损伤动物模型和药(功)效评价技术体系,发现来源于人参和西洋参的达玛烷苷元及代谢产物对航天特因环境所致的学习记忆功能减退、抑郁症状有明显的改善作用,相关研究成果在Science专刊上发表,形成了在国内外具重要影响、特色鲜明,基于动物行为实验的中药航天中药药理研究方向。
4.建立了基于液-质联用技术的靶向(神经递质及色氨酸代谢物)和非靶向代谢组学技术开展航天应激所致情绪及认知功能障碍的发生机制研究,并研究有干预作用的中药。同时结合大鼠脑微透析技术探索神经精神类中药体内药效物质的PK-PD特性。
三、团队国际合作
1.作为中方负责人,团队完成了欧盟FP7框架计划的设置的全部三项中医药课题(GP-TCM、TCMcancer、PLANTLIBRA);以及“益智中药药效评价技术”、”人参改善学习记忆药效物质基础-蛋白表达谱关联规律“等多项科技部、国家中医药管理局的中医药国际科技合作专项。
2. 与加拿大、美国,以及巴基斯坦、葡萄牙、英国、意大利、卢森堡等“一带一路“国家著名高校在研究生培养、产品研发和注册方面建立了长期稳定的科技合作关系。
3.团队完成了多项国家中医药管理局、科技部中医药现代化、国际化发展战略和规划的编制工作,包括中药现代化发展战略、中医药国际化发展战略、中医药国际科技计划等。
